Who is Architect of Higher Developing Bangladesh

In response to a recent article in the “Bangladesh Insider” which states that Professor Graham Allison, Professor Arthur Applbaum and Professor Christopher Avery of Harvard Kennedy School (HKS) of Government have produced `a number of research studies’ on Prime Minister Sheikh Hasina of Bangladesh for her policies and programs regarding miracle development of Bangladesh. I am expressing my thanks to Learned Professors of HKS for their interest and research studies.

Paddy and vegetable grow faster as its life are seasonal and give one seasonal output. But tree whose life is over hundred years, needs about a decade years growing to give output in many season-years. Usually a set of structures and institutions of larger state remain effective over hundred years. So minimum a decade takes to re-build those and also a decade may need for expected full output.  

Building of ‘Higher Developing Bangladesh’ has been stared from in 1982.  Here I shall inform and complement to Learned Professors of HKS the chorological initiatives and reform events including the thoughts and programs for enriching their research studies. Bangladesh was familiar as a ‘Global Beggar Basket’ in 1970s. Over 69% people were under poverty. Per capita GDP growth rate was about 0.9% (=3.4-2.5) in 1970s. Same is now about 6.0% (=7.3-1.3) in 2017 and 22.5% people are under poverty. None would remain hardcore poor after couples of years. Now Bangladesh is a ‘Global Role-Model’.

Most global economies suffered from recession during 2008-13, but Bangladesh maintained over 6.0% growth rate. Global and national including UN agencies and institutions have mentioned it miracle/wonder. Based on data of 2010s, those agencies and institutions credited it to PM Sheikh Hasina as she is the head of Government during the time. If the thoughts-programs-initiatives, implementing- maturity time for impacts, and output of reforms are considered, virtually her role is still very less in relation to prior-others for appreciation.

Higher Developing Bangladesh is generating from my thoughts, reform programs and initiatives (Progressive Democratic Reform Programs. 1985 and Progressive Democracy, 1991, Points Regarding Amendment, 2010 and Statement Submit to Supreme Court, 2011). A unison grew amid the Leaders of four parties (JP, BNP, AL & JSD) about the programs also for joint-lettering. So Governments changed but same set of reforms are continued on my reminding.

Bangladesh inherited autocratic state area infrastructure (SAI) institution and autocratic defense structure institution in 1947 and 1971 respectively; and also crafted autocratic government system after Independence. Increasing autocratic governance and decreasing citizen rights, therefore, were self-generating from those structures-institutions. Without democratic reforms of those (SAI institution, defense structure and government system), Bangladesh was a poor and various crises country.

Successfully I could able to re-structure the bottom two-layers of SAI institution in 1982-84. President Ershad did not agree to reduce his autocratic power even after constitutional approval of Military Rule. So I could not to re-structure Bangladesh into 9/10 divisions, the most vital part of the SAI institution in building “Higher Growing Democratic Bangladesh”. As a result, country changed from autocratic to growing anarchic/terrorist state after 1984.

During severe political instability in 1988-90, there was another possibility of Coup. As president agreed, I could successfully able to upgraded Regional Cantonments from 5 (five) to 8 (eight) (one remain quasi-regional as was without GoC). Afterwards, new defense structure ensures self-cheek and made difficult for Coup. My proposal is defense structure shall be based on 9 Regional Cantonments with 2 personnel per 1000 people for internal defense/security. It is neither PM Hasina’s theory nor her programs and initiatives.

The SAI institution was loose after creating 64 districts maintaining earlier 4 divisions. For this reason, Ershad-Government also faced increasing budget crisis for deceasing revenue collection even by raising tax-rates. As a result, Government fell for the people’s up-rise in end of 1990 after two consecutive severe flood.  I could not able to enacting Bicameral Parliament for want of time and opportunity, but become succeed in bringing a constitution amendment of “Maximum two terms president system” (9th Amenmend).

Next, BNP formed Government with PM Khaleda Zia. Of basic reform programs, she implemented income tax-structure from long prevailing 0-50% rates to democratic 0-25% (1992); and also two new divisions (1995) out of 5/6 ones. Both made the market economy gradually more effective and added over 2.0% Growth rate. Though rate become about half, but those reforms also raised collection of income tax-revenue from 1.1% to now 3.0% of the GDP by 2003/04. It is also neither PM Hasina’s theory nor her initiative.

Afterwards AL formed Government headed also by heart political leader PM Sk. Hasina with my little help. So she re-divided Village-Union into 9 Wards (that added only about 0.3% to prevailing growth rate) and Old-age Allowance in 1997, the first part of my programs for reduction poverty. But did not create remaining 3/4 divisions to add 3.0% growth rate for keeping her autocratic power. Next BNP Government did not brought any changes as was not fell in severe crisis in the tenure. I utilized the severe crises situation or benefit opportunities of Government in reforming.

AL again formed Government in 2009. PM Hasina created only Rangpur Division (2010) as no easy and least cost alternative to solve the regular mass famine. It did not add 1.0% growth rate as her negative 7th National Pay Scale (NPS). Government agencies become more corrupted as she deliberately delayed to revise NPS or allowance as per time. She also knows if NPS as like as India-Pakistan is implemented as per my advice, model and yearly revision policy, 3.0% growth rate would be added immediately for a couple decades.

AL Government also would not face severe political crises for a decade if enacted the CTG system during election in the 15th Anmd for which she fought and established. It has also national consensus and Supreme Court’s direction. So I advised the following ‘time-needed reforms’ on necessity in continuation of earlier implemented ones (also mentioned in my CV) in a Seminar on February 26, 2012 before coming to USA:

 

  1. Creation of Mymensingh and Camilla Divisions;
  2. Upgrading Sylhet Cantonment into a regional one and founding another;
  3. Creation of Bicameral Parliament and a followable Model;
  4. Care Taker Government (CTG) from the Second House and a followable Model;

Govt. completed Upgradation of the 8th regional (Sylhet) Cantonment by creating GoC in 2013; and for her interest, immediately founded permanent another in Barisal with a temporary the 9th (Ramu) one for strengthening the self-check against a Coup. During a student-mov against VAT on academic fees, Government withdrew it and committed for the Mymensingh and Comilla divisions in Feb, 2015 on my reminder. But she only created only the Mymensingh division in Oct, 2015.

As it may add 20.0m votes to AL in coming election, PM Hasina implemented 2nd part of my poverty elimination program, Universal Child Allowances (2017) upon my reminders. Knowing that it shall also add 1.3% growth rate, she did not create rest 2 divisions over 3 years as it shall reduce her despotic power and shall ensure better governance and citizen rights. So, poverty reduction is neither PM Hasina’s theory nor her initiative.

After discussing several times about my reform programs in late 1980s, she also committed to enact for Bicameral Parliament if AL Government earn with necessary majority. She added my four advice in the 15th Amnd, but dishonored her commitment of Bicameral Parliament for autocratic power. As the political crisis is increasing, she may create rest Mymensingh and Comilla divisions. But it may reduce, but may not be sufficient against the growing political crisis. State life is not economic only, but also social, cultural and political.

Without knowing the chronological time of reforms, maturity time for impact, output of those, etc. evaluating PM Hasina based on current data as smart statesman would be “incorrect” where she had virtually no role. The actual reality is that she tries for increasing her despotic and mal-practices power even by the cost democracy and development for the nation. Another example would clear it further.  

As new 8th division (Mymensingh) would increase about 0.8% to running growth rate, she has made 8th NPS institution more negative (0.3%). Consequently, government financed agencies including education sector are becoming more ineffective and corrupted. The intention is to weaken the morality and impact of gentles-educates for creating better environment of marshal-men and corrupted political leaders.

After dividing Bangladesh into planned 10 divisions, the sustainable growth rate shall be added 1.3% by five years. Optimal National Pay-scales shall add 3.0% growth rate immediately. Afterward Unitary Bangladesh based on 10 divisions would remain higher growing as Japan, S.Korea; and future federal Bangladesh based on10 provinces would be also as W.Germaney and Malaysia. Bicameral Parliament shall ensure political stability, democracy, citizen rights and better governance. After completing DID Model, Bangladesh would be a ‘Global Role-Model of “Higher Developing Democratic Country”.

List of implemented programs of mine has become larger day by day since 1982. Now it has become unbelievable that how a person brought so many basic reforms without state-authority! However, higher developing Bangladesh is not only generated from my thoughts, reform programs and initiatives, but also agreements and actions of Ex-President H M Ershad, Ex-PM Khaleda Zia and PM Sheikh Hasina. Ex-President Ershad’s reforms generated less growth rate (0.8%), but were the most difficult and fundamental parts of the DID model. PM Hasina (1.0%) would surpass Ex-PM Khaleda (1.8%), if she created rest two divisions.

PM Hasina would surpass Ex-President H M Ershad if she implemented Bicameral Parliament. If the rest two divisions are implemented which PM Hasina committed over three years with Bicameral Parliament, those reforms shall institutionalize developing democracy, governances, human rights, public security as well as lowering terrorism and corruption. Human laws and enforcement institutions are not as neutral, impersonal, powerful and continuous as structural institutional of the state.

Higher Developing Bangladesh is not output of 3 years but over 33 years of my constant and repeated initiatives and reminders. I had to suffer a lot also. Without recognizing my thoughts, reform programs and initiatives as well as actions of Ex-President H M Ershad and Ex-PM Khaleda, only recognizing PM Hasina as “The Architect” of Sustainable Higher Developing Democratic Bangladesh” shall be bogus, ridiculous, incorrect, injustice, nepotism or favoritism for Learned Professors of HKS and UN Agencies. I have trust on them.
